13 Mate restyled and ArcoLinux custom keyboard shortcuts added

We have changed many things in the configuration of Mate.

The icons have been changed to Surf-Arc.
The wallpaper has changed.

All of the settings we have changed are in the ~/.config/dconf/user.

ALL THE CUSTOM KEYBOARD SHORTCUTS are now also in Mate.

The folder /etc/skel is super important for any ArcoLinux. 

Skel and bupskel are THE aliases to keep up-to-date and keep up with the changes.

Before you update it might be a good idea to copy/paste your .config and your .local folder if you like.
